Dozens feared dead in PNG floods

DOZENS are feared dead in widespread flooding in Papua New Guinea's Oro Province after a week of heavy rains.

The death toll has been put at 17 by disaster officials, but at least 19 people were also reported missing. The toll could rise as police and government officials make contact with remote and cut-off areas to determine casualties and damage. Many thousands of villagers were forced from their homes by rising waters and around 450 houses were reported washed away, officials said. The flooding followed days of heavy rains associated with tropical cyclone Guba as it moved slowly across the Coral Sea. Key bridges along with roads and food gardens were washed away as the rains swamped Oro Province. Provincial Police Commander Buafe Hugo said police were being helicoptered to affected districts today.

HARRISBURG, Pa., Jan. 24 /PRNewswire-USNewswire/ -- Pennsylvania today joined California and 12 other states in criticizing U.S. Environmental Protection Agency Administrator Stephen L. Johnson for his actions last month in denying a measure that would protect the public and environmental health above a federal government program.

Governor Edward G. Rendell, as well as the chief executives of other states who have either adopted, or planned to adopt, a California regulation that would impose stricter greenhouse gas emission standards on automobiles, sent a letter to Johnson criticizing his agency's denial of the waiver needed by California to implement the program.

Pennsylvania has adopted the stricter California emission rules, but cannot realize greenhouse gas reductions from the rules unless California is permitted to enforce that portion of its clean vehicle program.

PRATTVILLE, Ala. (AP) -- After touring a neighborhood where some homes were completely destroyed and many others heavily damaged by a tornado, Alabama Gov. Bob Riley noted that 23 volunteers had come to help clean up one of the mangled homes.

"One of the great things about living in Alabama - and I say this after every major emergency we have - it truly is amazing to see what's happening out there with all the families in this state," Riley said Monday.

About 50 people were injured when the tornado ripped through the area Sunday, and about 200 homes and 40 businesses were damaged or destroyed. Two people were listed in serious condition Monday, said Todd Stacy, a spokesman for the governor.

Both Riley and Mayor Jim Byard said they were working with Federal Emergency Management Agency preliminary assessment teams to determine whether the area will be eligible for federal emergency management assistance.


Aussie military planes provide flood aid

AUSTRALIAN defence force planes have joined a critical aid mission for thousands of flood victims in Papua New Guinea, as looting broke out in hard-hit Oro province.

Last week's floods left thousands homeless, and officials fear the death toll of about 160 could rise dramatically unless food and clean water supplies quickly reach survivors.

There are security fears in Oro province, north of the capital Port Moresby, after looters made off with a rice shipment and local MPs were accused of commandeering relief supplies for their own villages.

Australia today sent in two C-130 Hercules transport aircraft and two smaller Caribous to start distributing AusAID supplies, including water purification tablets, emergency shelters, blankets and generators.
